Hovedfjenden er imidlertid altid den indfødte befolkning, der har en uheldig tendens til at falde for fremmedartede og uacceptable ideer om at bruge egne ressourcer til egne formål. ( Chomsky, p. 17).

 I en større videnskabelig analyse af amerikansk sikkerhedspolitik, som til dels bygger på nylig offentligjorte kilder, påpeger Melvyn Leffler, at da anden verdenskng var forbi, indbefattede det amerikanske nationale sikkerhedsbegreb... en strategisk indflydelsessfære på den vestlige halvkugle (som andre, og det vil først og fremmest sige Europa, skulle udelukkes fra, og hvor »strategisk indflydelse« indbefatter økonomisk kontrol, N.C.), herredømmet over Atlanterhavet og Stillehavet, et udstrakt system af fjerntliggende baser til forlængelse af den strategiske front og udstrækning af Amerikas magt, et endnu mere udstrakt system af transitrettigheder som skulle lette civile flyvepladsers omdannelse til militære luftbaser, adgang til ressourcer og markeder i hovedparten af Eurasien, udelukkelse af en potentiel fjende fra disse ressourcer og opretholdelse af overlegenhed på atomvåbenområdet«. Dette strategiske sikkerhedsbegreb er med til at forklare »dynamikken i den kolde krig efter 1948«, tilføjer Leffler. Det var en ekspansiv vision, der passede til USA's respektindgydende styrke på daværende tidspunkt. ( Chomsky, p. 30 - 31)

De (til USA) indvandrede eksperter, Kissinger, Brzezinski (polsk, jøde, f. 1928, dobbelt nationalitet (p. 92), Mme Albright, Mme Rice (ikke indvandret, men sort), viser, at de er blevet gode amerikanere ved at presse på for udvidelse af USAs magt, p. 50. (sidehenvisningerne er til Gama Michael: Rencontres au sommet). Brzezinski var i 1960erne fortaler for detente, senere kendes han jo mest som tilhænger af militære interventioner (p. 92). I Brzezinskis bog fra 1970 (Between Two Ages; America s Role in the Technotronic Era) forudser han en erstatning for FN, "som hæmmes af den kolde krig".

Hr.Bush' krig mod terrorismen kunne starte helt hjemme i Texas ! (WMD Plot Uncovered In East Texas: CBS 11 Investigates Poison Gas Plot, 261103) Det er en værre historie - og de fyre er mere direkte farlige end de mange muslimer, man jager.

George Kennans holdninger er kort og koncist udtrykt i Policy Planning Study (PPS) 23 fra februar 1948: ...vi har omkring 50% af verdensformuen, men kun 6,3% af verdens befolkning... I denne situation kan det ikke undgås, at man ser på os med misundelse og modvilje. Vor egentlige opgave i den kommende tid er at udforme et mønster af relationer, der vil gøre det muligt for os at opretholde denne forskelsstilling uden påviseligt at skade vor nationale sikkerhed. Vi må gøre det uden sentimentalitet og dagdrømmeri; og vor opmærksomhed må overalt være koncentreret om vore umiddelbare nationale mål. Vi skal ikke bilde os ind, at vi i dag kan tillade os den luksus, det er at være  altruistisk og optræde som hele verdens velgørere... Vi bør holde op med at tale om vage og - for det Fjerne Østen - urealistiske målsætninger som menneskerettigheder, højere levefod og demokratisering. Den dag er ikke fjern, hvor vi kommer til at tale magtens ligefremme sprog. Jo mindre vi til den tid hæmmes af idealistiske slagord, jo bedre. "Man i skal huske, at ifølge de Orwell'ske principper, som gælder for vestlig logik, er det et definitionsspørgsmål, ikke et spørgsmål om kendsgerninger, at USA aldrig driver undergravende virksomhed eller begår aggression; det følger derfor logisk, at hvis USA's fjender optræder på en måde, som mishager Vor Fælles Overherre, og kommer i konflikt med hans planer, så gør de sig dermed skyldige i aggression og undergravende virksomhed i deres eget land."  Chomsky, p. 136.

"Tag for eksempel situationen i 1950, da den første store efterkrigsudvidelse af det militære system indledtes med en tredobling af militærudgifterne. Den vedtagne forklaring er, at det var en reaktion på Korea-krigen, der blev tolket som et bevis på Moskvas planer om at erobre verden. Det kan næppe kaldes en troværdig forklaring. For det første blev forslaget om en massiv udbygning af det militære system som led i en »tilbagerulningsstrategi« mod Sovjetunionen fremsat i NSC-68 adskillige måneder før Korea-krigen," Chomsky, p.147.

And why not? High-ranking government officials don't normally send their kids off to die in wars; high-ranking government officials are always in bed with arms and weapons manufacturers and always looking for a way to line their pockets. En medvirkende årsag til, at Israel har kunnet skaffe sig sin fantastiske indflydelse over USAs udenrigspolitik, er den amerikanske opfattelse af at være noget særligt (American exceptionalism), af at have en særlig forpligtelse ("manifest destiny"), som var det ideologiske grundlag for at rydde Amerika for indianere og overtage landet. Israel har samme selvopfattelse, kun er "indianere" skiftet ud med "arabere".(Zinn, Boston Review, 241106 - Wampsuttas tale, Thanksgiving 1970, BlackCommentator 207). "American exceptionalism was never more clearly expressed than by Secretary of War Elihu Root, who in 1899 declared, "The American soldier is different from all other soldiers of all other countries since the world began. He is the advance guard of liberty and justice, of law and order, and of peace and happiness." At the time he was saying this, American soldiers in the Philippines were starting a bloodbath which would take the lives of 600,000 Filipinos...During the Cold War, many American "liberals" became caught up in a kind of hysteria about the Soviet expansion, which was certainly real in Eastern Europe but was greatly exaggerated as a threat to western Europe and the United States....After the disintegration of the Soviet Union and the end of the Cold War, terrorism replaced communism as the justification for expansion. ...Terrorism was real, but its threat was magnified to the point of hysteria... Preemptively and, if need be, unilaterally; and against "states that support" terrorists, not just terrorists themselves. Those are large steps in the direction of the Bush doctrine, though the editors do qualify their support for preemption by adding that the threat must be "substantial, immediate, and provable." But when intellectuals endorse abstract principles, even with qualifications, they need to keep in mind that the principles will be applied by the people who run the U.S. government. This is all the more important to keep in mind when the abstract principle is about the use of violence by the state - in fact, about preemptively initiating the use of violence. " (Zinn)

Han beskriver, at udenrigspolitikken blev shanghaiet af en bande omkring Cheney og Rumsfeld, og at Rice havde for travlt med at komme tæt på Bush, til at følge selvstændigt med. Meget væsentlig læsning.

Velskrevent essay om geopolitik set som en kamp om resourcer - en darwinistisk kamp mod økologiske begrænsninger - om at øge jordens bærekapacitet for mennesker. [Huntington får en over snuden som havende enten misforstået geopolitikken eller være bevidst vildledende]. Når de opkommende magter Tyskland og Japan mislykkedes skyldes det, at de hverken havde eller hurtigt lykkedes at skaff sig tilstrækkelige letanvendelige energiresourcer. Heinberg når igennem til nutiden og USAs betaling af olie med papir. Utilfredsheden med USAs verdensherredømme gar spredt sig fra venstrefløjs- og antiglobaliseringsdemonstranter til geostrateger i Rusland, Kina, Japan of Vesteuropa. Dertil kommer at specielt Latinamerika bevidst søger at komme ud af sin afhængighed af USA. USA vil ikke søge en stabil løsning, ustabilitet er en forudsætning/begrundelse for amerikansk militær indsats overalt i verden. [Heinberg kalder det TeaterMilitarisme, man viser sin militære styrke]. USAs sårbarhed er, at det hele falder sammen, hvis olien skal betales med andet end USD. Heinberg understreger her, at den offensive militærpolitik er motiveret af denne svaghed. Det værste der kunne ske for amerikanerne var en strategisk, økonomisk alliance mellem Europa, Rusland, Kina og OPEC. Næste århundrede vil se slutningen på geopolitikken, enten er verden ødelagt af atomkrig eller forhåbentlig består den af beskedne, regionalt organiserede samfund, som lever på den energi, som solen leverer.

Colin Powell citeres i Channelnewsasia, 170604, for følgende fornuftige udsagn om demokratisering af Mellemøsten: "Lad hvert land reformere sig efter sin egen vej, modernisere i forhold til sin egen historie, sin egen tradition, sin kultur....Lad os ikke lade bomber være kilden til reform og modernisering." - Nu mangler vi kun, at handling følger disse smukke ord.

Den amerikanske regerings prioritering af hvordan man bedst opnår politisk indflydelse fremgår af at regeringen har bedt om 87 milliarder USD i 2004 som extraomkostninger i forbindelse med krigen i Iraq. USAs budget for U-landshjælp var i 2002 på 10 milliarder USD, George Soros, i The Guardian, 260104.

021205, NTI. U.S. strategic Command annoncerer at de nu kan slå til overalt på jorden med konventionelle eller kernevåben. (CONPLAN 8022).

Der kommer ikke til at ske nogen væsentlig ændring af USAs udenrigspolitik efter præsidentvalget i november 2004. Kerry har stemt for alle væsentlige Bush initiativer. Gabriel Kolko, argumenterer i Sydney Morning Herald for, at et genvalg af Bush er det mindre onde. Dette simpelthen fordi Bush har skabt sig uvenner internationalt, så verden omkring vil være på vagt. Jeg er ganske enig, dels fordi Clinton og Albright førte en meget lignende politik, dels fordi Kerry kommer fra eksakt samme kredse som Bush. De gik på universitetet samtidigt og var begge medlem af studenterforeningen "Skulls and Bones", der angiveligt er knyttet til CIA.

Tænk at man skulle opnå at blive enig med Patrick Buchanan om noget. Men 120504 skriver han fakstisk meget fornuftigt: "Den neokonservative tid er forbi. Alt pladderet om "imperium", vores "unipolære tid", "Pax Americana" og "godhjertet global hegemoni" vil ligeså stille blive sat på hylden og glemt som barnlig pludren....

Med et underskud på 500 milliarder USD har vi ikke penge til nye krige. Med en hær på 480000 mand spredt for meget ud har vi ikke tropperne. Med april - maj der kostede os en battalion døde og sårede vil vi ikke betale prisen. Med de beskidte billeder fra Abu Ghraib har vi ikke længere moralsk autoritet til at påtvinge Iraq vore "værdier"....

Hvorfor er vi så hadede i Mellemøsten: 

1. Vores invasion af Iraq ses som en overlagt og uretfærdig krig for at knuse en svag arabisk nation, som ikke havde truet eller angrebet os, for at snuppe deres olie.

2. Vi ses som en arrogant imperialistisk stormagt som dikterer arabiske folk [hvad de skal] og opretholder regimer, der undertrykker dem.

3. Vi ses som dem der finansierer og bevæbner et Israel som undertrykker og fratager palæstinenserne deres land og nægter dem rettigheder som vi hyklerisk prædiker for verden....

Præsidenten skulle også tilbyde at trække amerikanske tropper hjem fra ethvert arabisk land, som ønsker det.... Vort militære nærvær i disse arabiske og islamiske lande, ser det ud til, gør mindre for at forebygge terrorangreb end for at fremkalde dem....

En præsidentvalgkamp er den lejlighed, hvor den store udenrigspolitiske debat skulle ske om vi skal bevare amerikanske tropper ud over hele verden eller om vi skulle trække dem hjem og lade andre nationer selv bestemme deres egen skæbne. Desværre har vi 2 kandidater og 2 partier, som enes om vores nuværende udenrigspolitik, som har slået så synligt fejl."

 

Miami TV Channel 41 bragte, 110604, interviews med Rodolfo Frometa med flere som reklamerede for terroristaktiner mod Cuba & Venezuela.


Stephen Gowans, 220604, "The predatory policies of the world's de facto government" giver en god beskrivelse naf USAs udenringspolitik. Se f.eks. afssbittet om Bechtel og kloaksystemet i Iraq. Og afsnittet om den metode, hvor man først diaboliserer en statsleder og siden bomber hans land. Hans beskrivelse af Human Rights Watch var gyldig, det bliver spændende at se om kritikken i anlednig af Iraq, Abu Ghraib, Guantanamo forbliver på overfladen, eller om HRW faktisk kan agere uafhængigt af USAs udenrigsministerium.

juli/august 2004, Zmag. Edward Herman anmelder Michael Mandels bog: "How America gets away with murder: Illegal wars, Collateral Damage, and Crimes against Humanity., Pluto Press, 2004. Mandel beskriver den forvridning af den internationale ret, som er sket med krigene i Jugoslavien, Afghanistan og Iraq. Specielt har de mange særdomstole, oprettet for at dømme USAs selvvalgte fjender, medført, at man ser bort fra det, der fremstod efter Nürnbergdommene, som den overordnede forbrydelse, det at føre angrebskrig. En anden type af krigsforbrydelse, der får mindre opmærksomhed, ja næsten er afkriminaliseret, er manglende beskyttelse af civile, det der nu skjules under betegnelsen "collateral damage".

Time, 130904, refererer en konference på Capitol Hill, hvor William Luti, (Pentagon medarbejder) taler om 5 - 6lande, de udviser sådanne træk, som ingen ansvarlig leder kan acceptere, hvilket indikerer en udvidelse af den hidtidige ondskabens akse.

 

080904, Brendan O'Neill skriver i Spiked-politics, at de humanitære interventioner under Clinton nedbrød den opbyggede respekt for den suveræne nation og princippet om ikke-indblanding i den suveræne nations indre anliggender. Dette skabte baggrund for at ikke-stats-aktører kunne skaffe sig større plads i den internationale politik. - Min vurdering er snarere, at Clintons administration anvendte ikke-statslige aktører til at nedbryde stater, som man ikke brød sig om, - det strider i øvrigt ikke mod det O'Neill skriver. Den slags grupper er lettere at forvirre - eller splitte - så de foretager de vanvittige handlinger, som ingen regeringsansat kunne gøre.

 

Et af USAs midler til beherskelse af resten af verden er det Nationale Forsvar mod Raketter, (NMD), som Bush har besluttet at opbygge. Scott Ritter afslører 030105, i Christian Science  Monitor, at selvom det er bygget på oplysninger om den russiske raket SS-25 - hentet af våbenkontrollører, bl.a. Ritter, så klarede det ikke engang Iraqs raketter i 1. Iraqkrig. Og nu har Rusland udviklet en ny og "bedre" raket, SS-27. Derfor anbefaler Ritter diplomati i stedet for oprustning.

220105, Los Angeles Times. Condoleeza Rices liste over tyrannier: Cuba, Burma, Nordkorea, Iran, Hvide Rusland og Zimbabwe. [Selvfølgelig er Karimovs Uzbekistan ikke noget tyranni, han koger jo kun USAs fjender.]

030305, F William Engdahl i Asia Times: The oil factor in Bush's "war on tyranny": USAs deltagelse i 1. verdenskrig var "for at gøre verde sikker for demokratiet"; deltagelsen i 2. verdenskrig var "for at bringe en ende på alle krige". Nu er parolen krig "for at bringe en ende på tyranni i vor verden". Hermed er dersket et markant skift i amerikansk udenrigspolitik. De to første handler om at reagere på at andre har sat en krig igang. Tyranni er et internt forhold mellem et folk og dets regering. Der er ikke deri nogen trussel, hverken direkte eller indirekte mod USA.

USA/Bush/Washington betyder en gruppe af private foretagender, der leverer udstyr til militæret o.l. og udøver en betragtelig kontrol over regeringen, som det militær-industrielle kompleks, som præsident Dwight Eisenhower advarede mod ved sin fratræden i 1961.

Washington har ikke haft problemer med at alliere sig med tyranner: Musharraf i Pakistan, Ilham Aliyev i Azerbaidian, Islam Karimov i Uzbekistan, al Sabah familien i Kuwait og Oman, Alvaro Uribe i Colombia.

Rice's liste over tyrannier: Cuba, Burma, Nordkorea, Iran, Hviderusland og Zimbabwe. (+ en antydning om Venezuela).

Seymour Hersh skrev i januar, at der var givet ordre om Special Forces indsats i 10 lande.

State of the Union Address nævner: Iran, 

I.h.t. Vince Cannistraro omfatter Rumsfelds liste: Iran, Syrien, Sudan. Algeriet, Yemen og Malaysia, hvortil kommer trusler i udvikling: Somalia, Indonesien, Philipinerne, Georgien.

Uanset de små forskelle i listerne er det markant, at de nævnte lande ligger strategisk for en kontrol med energitransporten - det fremhæver Engdahl som Bushregimets focus. Når man tager med i betragtning installeringen af 2000 US marines i Aceh - formelt som redningsindsats i forbindelse med tsunamien - så er der tale om en omringning af Kina med mulighed for blokering af olieforsyningen via Malaccastrædet

090305, CBS. Der er ingen ende på, hvad de amerikanere vil blande sig i. Nu siger den amerikanske ambassadør til Irland, Mitchell Reiss, at IRA skal opløse sig.

140305, The American Conservative. Patrick Buchannan: "Stillborn Empire". "It would seem multipolarism is making quite a comeback".

170305, Michel Chossudovsky, Global Research, Canada: Pentagon har udarbejdet et nyt strategidokument for global militær dominans. Det indbefatter militære aktioner mod lande, der ikke er fjendtlige mod USA, men som er strategisk vigtige. Strategien skal være aktive, fokuseret på at forandre verden. Der skal især satses på at udsende mindre styrker, der skal optræne lokalt militær til kamp mod modstandsbevægelser. Det meste skal ske gennem indsats af private lejesoldatstyrker. Og derudover skal der satses på at afholde fremvoksende konkurrenter (læs Kina, Indien OG EU - som ikke nævnes direkte) fra i sætte spørgsmålstegn ved USAs dominans. Der kan derfor forudses et våbenkapløb mellem EU og USA - og en splittelse i EU mellem europæere og angelsaksere. De øgede bevillinger til militær vil gå ud over den civile økonomi. Strategipapiret plalægges forelagt Kongressen til orientering i 2006. [Sverige gjorde klogt i at se USAs ønske om adgang til at træne i Nordsverige i det lys !!].

Indstillingen af Wolfowitz til direktør for Verdensbanken ligger i klar forlængelse af dette strategipapir. Det er en hån mod "det internationale samfund". 180305, Deutsche Welle, 170305, CounterPunch.

230305, Jim Lobe, Asia Times. Quadrennial Defense Review skriver under "sårbarheder": "Vor styrke som nationalstat vil fortsat blive udfordret af dem, som anvender en "de svages strategi" med at bruge internationale fora, juridiske processer og terrorisme". [en ganske apparte sammenstilling]. Det slås yderligere fast, at Washington vil forlange ændring i enhver international restbestemmelse, der måtte indskrænke Washingtons handlefrihed. Bushs strategi med forebyggende angreb er opretholdt i dokumentet. Og USA vil indsætte sine tropper i stater, der ikke "udøver deres suverænitet ansvarligt".

280305, Financial Times. USAs efterretningstjenster arbejder med en hemmelig liste over 25 lande i hvilke ustabilitet kan føre til amerikansk intervention.

300305, Ramtanu Maitra, Asia Times. USA spreder basre for at kontrollere Eurasien. USA bygger 9 nye baser i Afghanistan. Vist er Afghanistan langt fra stabilt - trods 4 års amerikanske tilstedeværelse. Derfor mener iagttagere, at det handler mere om en global ameikansk plan for flere små fleksible baser, der kan bruges som springbrædt for aktioner udenfor Afghanistan. Man forsøger at opbygge en afghansk hær på 70000 mand i 2006. Der er nu 20000, plus 17000 amerikanere og 5000 fra NATO. En talsmand for Karzai citeres for, at nye baser skal godkendes af det endnu ikke valgte afghanske parlament. 

Opiumproduktionen er steget fra 4200 ton i 2003 til 4950 ton i 2004 [hvordan man så får statistik på en ulovlig afgrøde]. Pentagon nægter at beskæftige sig med det problem - det vil nemlig irritere de krigsherrer, som amerikanernes krigsførelse hviler på.

Besættelsen af Afghanistan - kan man mene - handlede om at få baser i nærheden af 2 olierige områder og der hvor de 3 voksende magter - Rusland, Kina og Indien  mødes. 230205 skrev Kabul Journal, at USA vil dominere Iran, Uzbekistan og Kina ved at bruge Afghanistan som mlitærbase. Sindand Aer Base i Heratprovinsen er kun 100 km fra Iran.

Basen i Manas udenfor Kyrgyzstans hovedstad Bishkek kan ses i samme lys. Og basen i Qarshi Hanabad i Uzbekistan.

230405. The Guardian. USAs rapport "Patterns of Global terrorism" viste en stigning fra 172 væsentlige angreb i 2003 til 655 i 2004. Så Condoleezza Rice trak rapporten tilbage.

230405, Asia Times, Pepe Escobar. Fru Rice har haft er møde med Putin i Moskva. Hun fortalte ham, at der kunne forventes flere orange revolutioner i Ruslands baggård og at han ikke skal stille op til genvalg.

020505, The Nation, Naomi Klein, "The Rise of Disaster Capitalism". I august 2004 oprettedes "Kontoret for koordinatoren for genopbygning og stabilisering". Det lyder jo smukt. Men koordinatorens opgave er et udarbejde planer for en efterkonflikt-situation for 25 lande - og ingen af de lande er i konflikt - endnu. Planerne udarbejdes komplet med aftalte kontrakter med private entreprenører. Og de skal ikke genopbygge den gamle stat men skabe "demokratiske og markedsorienterede" nye stater. 020505, Independent Institute, Ivan Eland fortæller, at Condoleezza Rice har afbrudt udgivelsen af udenrigsministeriets rapport: "Patterns of Global Terrorism" fordi embedsmændene i Det nationale Center mod terrorisme ikke ville skifte metode i opgørelsen, så tallene blev lavere. Eland opgiver 175 angreb i 2003 og 625 i 2004.

Han opfatter den som en opsigelse af sikkerhedssamarbejdet og en tilbagevenden til USAs politik før Hitlers invasion af Sovjetunionen i 1941 (Riga-gruppens (Kennan, brd. Dulles, Loy Henderson, Forrestal og Bullitt) totale afvisning af ethvert samarbejde med Sovjet. 090505, Information Clearing House, Sheila Samples. Abu Faraj al - Libbi - Al Qaeda's nr 3 mand - er ukendt for europæisk efterretningstjeneste, han fandtes ikke på FBIs liste over eftersøgte, eller på udenrigsministeriets liste over dem man ville betale for.

General Richard B Myers pralede for nylig af, at man var lige ved at få fat på al Zarqawi, men han sprang fra en pickup i farten og forsvandt til fods. Det er godt skuldret af en mand med kun et ben - og så med en flok special forces i hælene.

070605, Dave Lindorff, CounterPunch beretter at 9 franske militære jetfly, som deltog i en øvelse med den canadiske flåde i Atlanten ud for New Jersey, blev nægtet landingstilladelse på en amerikansk militærbase, da de på grund af storm havde opbrugt deres brændsel i utide. Ved udenrigsministeriets og Forbundsluftfartsmyndigheden hjælp fik de så tilladelse til at lande på Atlantic Citys civile lufthavn - til gene for den almindelige trafik !!

200705, Reuters. Det amerikanske senat har besluttet, at lande, der ikke udleverer personer, der er anklaget for forbrydelser i USA, ikke kan få ulandshjælp.

[En almindelig påstand i det amerikanske udenrigspolitiske establishment er, at demokratier ikke fører krig mod hinanden] Thomas Friedman udtrykker samme sag sådan: 2 lande der er med i samme forsyningskæde (f.eks. Dell) vil aldrig kriges. Varadarajan argumenterer overbevisende på historisk basis for at synspunktet er ren propaganda.

Simon Tisdall beretter at Richard Haass, tidligere højtstående embedsmand i Clinton og Bush [I ?] administrationerne har skrevet en bog: "The opportunity: America's moment to alter history's course". Heri foreslår han, at man afstår fra at udvikle nye atomvåben, skrotter Bushs doktrin om forebyggende krig og regimeskifte, bryder afhængigheden af olie og genforpligter sig til regelskabende internationale organisationer som FN. USAs interesser varetages bedst, hvis man giver afkald på hybris ideer om amerikansk exceptionalisme o.s.v. og modererer sig med et mere pragmatiskt, gensidig fordelagtigt samarbejde med opstigende magter son Europa [det står der !, OJ] og Kina. Det vigtigt at man opgiver evangeliet om at sprede demokrati, det er hverken ønskeligt eller praktisk.

Tidligere vicegeneralsekretær i FN, Brian Urquhart, har anmeldt bogen og understreger de formidable indenrigspolitiske hindringer, der består i USA, for at virkeliggøre kursskiftet. Specielt er virksomhedernes magt gennem lobbyvirksomhed et problem. Han sætter også spørgsmålstegn ved den bestående amerikanske ledelse. Og så funderer han over om virkelig en verden i hurtig udvikling vil være ligeså parat til at acceptere et amerikansk lederskab, som man hidtil har været.

110805. Canada.com afslører et eksempel på USAs hykleri. Her i handelspolitikken. Man har pålagt Canadas tømmereksport en antidumpingtold. Den er kendt ulovlig af NAFTA (den nordatlantiske frihandelsorganisation). Herefter skal USA tilbagebetale 5 milliarder ulovligt opkrævet told. Det vil man ikke. [Så meget for den frie handel, OJ]. Samme problemer findes mellem USA og EU, hhv. Japan - med andre varer, 010805, al Jazira.

160805, Mosnews.com. USAs lyst til at lege verdenspolitimand røber sig i et nyt eksempel. Tidligere russisk atomminister Jevgenij Adamov (1998 - 2001) er tilbageholdt i Schweitz på amerikansk anmodning. Han beskyldes for pengevask og skattesvindel. Adamov afviser beskyldningerne og siger, at anklagerne opstod i 1998, da han besøgte Kina, Indien og Iran for at sælge russisk kerneteknologi. Gore besøgte ham derefter i Moskva for at tale han til at droppe kontrakterne.

Efteråret 2005. The American Interest. Zbigniew Brzezinski: "The Dilemma Of The Last Sovereign". Nu er ikke engang denne gamle imperialist tilfreds med Bush-regeringen (måske er det bare opvarmning til valgene i 2007). Han markerer modstand til Iraqkrigen, som afledte opmærksomheden fra Afghanistan og bin Laden. Han nævner terrorvarslernes betydning for Bush' opinionstal; er bekymret over det øgede USA-fjendskab overalt i den muslimske verden; de regionale samarbejdssystemer med slet skjulte antiamerikanske undertoner; pan-europæiske og pan-asiatiske alliancer i stedet for transatlantiske. Den kortsynede politik efter 9/11 øger USAs sårbarhed og underminerer legitimiteten i dets internationale førrerstilling. Der sker en global politisk opvågning, som er socialt massiv og politisk radikal [var det bare så vel]. Han sammenligner med 1789, 1848, 1917 - og Italien 1922 og Tyskland 1933. Han nævner antal døde pr år, globalt:

fysisk vold 1.600.000 (2002)
trafikulykker 1.200.000 (2004)
terrorrisme 625 (2003)

USA må genskabe sin internationale legitimitet. Indsatsen for demokrati må knyttes til betsræbelser på at fjerne den ekstreme fattigdom og en gradvis udligning af den globale ulighed. Til det kræves et selvsikkert Amerika som føler sig virkelig forpligtet af en ny vision om global solidaritet. Brzezinski vil have de nye internationalistiske bestræbelser ved siden af de eksisterende FNorganer, men åbner - på sigt - for accept af ICC. Det nye: Global Security Summit, skal være et G14, med 3 europæiske lande (GB, F, D), 5 asiatiske (USAvennerne Indien, Pakistan, Indonesien, Japan og så Kina), 2 afrikanske (Nigeria og Sydafrika), 2 latinamerikanske (vennerne Brazilien og Mexico). Her er sandelig ikke lagt op til demokrati eller bare medbestemmelse. Der skal ikke løbes nogen risiko.

Der er grund til at ønske Brzezinski og G14 er snarlig og fredelig død.

180106, Noam Chomsky giver Amnesty Internationals Annual Lecture. Om den generklærede krig mod terroren. Det understreges, at Bushemændene er gengangere fra tidligere administrationer, at der ikke er tale om en fundamentalt ny politik. Nürnbergdommen blev omhyggeligt udformet, så allierede forbrydelser (terrorbombing af civile befolkninger) kunne holdes udenfor. Det samme gælder terroren. Terror er planlagt anvendelse af vold eller trussel om vold for st opnå politiske, religiøse eller ideologiske mål. Men anvender man denne rimelige definition, så bliver USA den største og hyppigste anvender af terrorisme. Derfor holdes statsterrorismen udenfor den amerikanske definition.

Problemet er fejltagelserne og de mange tilfældige, der ryger med i købet. Det skaber så mange nye fjender, at det ikke kan betale sig. Shea henviser til den amerikanske forfatnings 5. tilføjelse, der giver enhver ret til en ordentlig proces, inden der fældes nogen dom. Det samme er nødvendigt i de internationale forhold.

Udover det, der nævnes ovenstående fra The Australian, nævnes psykologiske operationer og enheder for civile affærer og konventionelt bevæbnede ICBMer. De europæiske landes sikkerhedsorganer skal koordineres tættere med de amerikanske, siger Mark Kimmitt, vicedirektør for USAs Central Command, der dækker Mellemøsten.

220506 ?, Deutsche Welle. Dennis Stute interviewer Zbigniew Brzezinski. Military Option not a Profitable Course of Action. Den iranske præsident er ikke som den amerikanske en politisk hovedperson. Han har meget begrænsede beføjelser. Brzezinski (og Kissinger) anbefaler mere aktive direkte forhandlinger. En bombning af de iranske atomanlæg vil have en større krise i Den persiske Golf til resultat, og måske en fordobling af olieprisen, hvad der vil føre til en international økonomisk krise. Iran har storre muligheder for indirekte at skabe problemer for USA, via Afghanistan, Iraq og med Hezbollahs hjælp via Libanon. Det er ikke usandsynligt, at Itan vil stille sig tilfreds med at vise sin evne til at producere kernevåben, uden faktisk at fremstille dem, som Japan. Brzezinski vil helst være fri for et atomart Iran, men er Pakistan mere stabilt og forudsigeligt ?

USA bør med den iraqiske regering aftale en dato for troppetilbagetrækning, den bør offentliggøres. Iraq skal derefter indkalde til en konference for naboerne, som vil være interesserede i at hjælpe den irakiske regering med at skabe og opretholde stabilitet, f.eks. gennem en fredsbevarende styrke. Og når USA er ude, skal man indkalde til en donorkonference til finansiering af genopbygningen. "Stute: A withdrawal could reduce the credibility of future threats against governments. Brzezinski: Do you think the present performance increases credibility ?"

Det har betydet, at Rusland nu koncentrerer sig om et partnerskab med Kina og Indien og støtter Iran og andre antiamerikanske elementer i Mellemøsten.

Det værste er, at den nye kolde krig savner de instrumenter for forhandling og samarbejde, der var skabt under den første kolde krig, og som spillede den vigtige rolle at forhindre krig ved en fejltagelse. Risikoen for kernevåbenkrig er altså større end nogensinde. En forbundsappeldomstol har fundet regeringens handling begrundet. Domstolen "læser ikke forbundslovgivningen så snævert". I min ordbog er man kun terrorist, hvis man begår terrorhandlinger, ytringer er beskyttet af ytringsfriheden. Det svenske socialdemokrati, partiledelse, statsminister, SSUs forretningsudvalg o.s.v. burde tage afstand fra hendes udtalelser, men en dom betyder en ganske uacceptabel indskrænkning af ytringsfriheden, således også overfor Kahane Chai. Det er iøvrigt yderst betænkeligt, at en domstol ikke læser loven snævert, når det drejer sig om en lov, der indskrænker borgernes rettigheder.

for at kunne diktere sin vilje overfor andre magter. Sovjetunionen/kommunisterne var for veldefineret. Da CCCP nedlagde sig, forsvandt fjenden. Fordelen for Bush/Obama o.l. ved terrorister er, at man altid kan finde nogen, så den skræk, der skal til for at disciplinere resten af Verden,  kan opretholdes. Der er altså en begrundelse for evig krig. Meningen med altid at bruge muslimer som eksempel, er at bemægtige sig kontrol med Mellemøstens olie, og at gøre fjende genkendelig. At det samtidig kan bruges i kampen for Israel sikrer støtte fra neoconservative, Israel-first'ere og andre sikre Bush-folk.
